As many as eight Members of the Provincial Assembly (MPA) of Punjab, appear to have not filed their income tax returns for the 2024 tax year, as their names are missing from the Active Taxpayers List (ATL) published on the Federal Board of Revenue (FBR) website www.fbr.gov.pk.

How was the filing status verified?
FAFEN checked legislators’ filing status through the ATL downloaded from the FBR website during the month of September 2025, and FBR’s online verification system on October 28, 2025, using the provincial legislators’ National Identity Card (NIC) numbers available in nomination papers and Notice in Respect of Nominated Candidates (Form-31) submitted for the 2024 General Election (GE-2024).
How many Punjab MPAs comply with the law?
Out of the 371 members of the Provincial Assembly of Punjab, at least 310 MPAs are listed as active taxpayers, meaning their names appear on the ATL. However, seven MPAs are marked as inactive, and the record of one member is not available in the FBR’s system, indicating that they did not file their annual income tax returns as required under the Income Tax Ordinance, 2001.
The tax status of 53 other members could not be verified due to the unavailability of their NIC numbers.
The non-filer MPAs include seven elected on general seats and one on a reserved seat for non-Muslims. By party affiliation, six belong to Pakistan Muslim League Nawaz (PML-N) and two elected as independents.
