As many as two Senators appear to have not filed their income tax returns for the 2024 tax year, as their names are missing from the Active Taxpayers List (ATL) published on the Federal Board of Revenue (FBR) website.

The two Senators include one representing Balochistan and affiliated with the Pakistan Peoples Party Parliamentarians (PPPP), and another representing Khyber Pakhtunkhwa affiliated with the Pakistan Tehreek-e-Insaf (PTI).

This is the latest report in FAFEN’s series of reports assessing the annual tax return–filing status of elected representatives across Pakistan. The previous reports may be accessed on FAFEN website:

How was the filing status verified?

FAFEN checked legislators’ filing status through the ATL downloaded from the FBR website during the last week of September 2025, and FBR’s online verification system on February 13, 2026, using the Senator’s National Identity Card (NIC) numbers mentioned in nomination papers submitted for the Senate Elections held in March 2021 and April 2024 as well as in the Parliamentarians’ Tax Directories issued by the FBR.

How many Senators comply with the law?

Out of the 95 current members of the Senate of Pakistan, 65 senators are listed as active taxpayers, meaning their names appear on the Active Taxpayers List (ATL). On the other hand, two senators are marked as inactive.  In addition, the tax status of 28 senators could not be verified due to the unavailability of their nomination papers.

To understand how the FBR categorizes taxpayers and what legal or financial consequences apply to non-filers, read this explanation.

The inactive status indicates that the person is registered with FBR as taxpayer but has not filed his last annual income tax return as required under the Income Tax Ordinance, 2001. The “no record exists” status indicates the person may have not been registered with the FBR.
