Harnai’s voter registration rate stands at 35% of its estimated 2025 population — 19 percentage points below the national ratio of 54%.
Methodology
These figures are drawn from district-wise electoral roll statistics released by the Election Commission of Pakistan (ECP) on 30 December 2025. They are cross-referenced against population estimates derived from the 2023 Digital Census. The 2025 population estimate applies the 4.68% inter-censal annual growth rate to Harnai’s census base population of 127,571, yielding an estimated 2025 population of 139,791. Registration rates are calculated by dividing the number of registered voters by this estimated population.
Voter registration in Harnai
The district has 48,437 registered voters — 26,602 males (54.9%) and 21,835 females (45.1%). Among males, 36% of the estimated population is registered; among females, 33%. Harnai ranks 136th out of 136 districts nationally by population size and is constituting one-fifth of a National Assembly constituency shared across five districts.
By voter registration rate, Harnai ranks 120th nationally and 22nd of 34 within Balochistan.
Why registration trails the national ratio
Harnai’s below-average registration rate reflects conditions common across Balochistan. Geographic distances between settlements and registration facilities, and low population density, make sustained ECP outreach logistically demanding.
Nomadic and semi-nomadic communities enumerated at a temporary location may hold permanent CNIC registration elsewhere — or may not be registered. Both factors reduce the voter-to-population ratio.
Female voters constitute 45.1% of the registered electorate, reflecting a significant gender gap of 9.8%. Targeted registration outreach for women in Harnai should remain a priority before the next general elections.
