Among the reports constitutionally required to be presented before both Houses of the Parliament, only the Auditor General’s reports for the latest year, 2024–25, were laid before the National Assembly during 2025. While six other constitutionally-mandated reports were also presented before the Lower House, they pertained to earlier years. Moreover, the annual reports of the Council of Common Interest (CCI) and National Economic Council (NEC) were not presented before the Assembly during the year. These two bodies are directly responsible to the Parliament.

Which reports are constitutionally mandated to be presented before the Parliament?

The Constitution requires submission of the following reports before both Houses of the Parliament every year:

  • Article 29(3) requires the President to cause the preparation and presentation of an annual report on the observance and implementation of the Principles of Policy in relation to the affairs of the federation. The Constitution further mandates that parliamentary rules must provide for discussion on this report.
  • Article 153(4) obligates the Council of Common Interests (CCI) to submit an annual report to the Parliament.
  • Article 156(5) requires the National Economic Council (NEC) to present an annual report to the Parliament.
  • Article 160(3B) provides that the Federal Finance Minister shall monitor the implementation of the National Finance Commission (NFC) Award on a biannual basis and lay monitoring reports before the Parliament.
  • Article 171 requires that the reports of the Auditor-General of Pakistan relating to the accounts of the Federation be laid before the Parliament.
  • Article 230(4) requires the Council of Islamic Ideology (CII) to submit an annual interim report, which is to be laid before Parliament for discussion.

Which reports were presented during 2025?

According to the National Assembly’s official records, the following constitutional reports were laid before the House during 2025:

  • On January 13, 2025, the Federal Minister for Finance laid the biannual report on monitoring the implementation of the NFC Award for the period January–June 2022.
  • On August 6, 2025, the Federal Minister for Law and Justice laid the annual report of the Council of Islamic Ideology for 2020–21.
  • On August 7, 2025, the Federal Minister for Finance and Revenue laid the biannual monitoring report on the implementation of the Seventh NFC Award for the period July–December 2022.
  • On September 5, 2025, the Federal Minister for Law and Justice laid the annual report of the Council of Islamic Ideology for 2021–22.
  • On November 14, 2025, the Federal Minister for Finance and Revenue laid the audit reports of the Auditor-General of Pakistan relating to the accounts of the Federation for audit year 2024–25.
  • On December 8, 2025, the Federal Minister for Law, Justice and Human Rights laid the reports on the observance and implementation of the Principles of Policy relating to the affairs of the Federation for the years 2021–22 and 2022–23.

Did the Assembly discuss these reports?

Although both the Constitution and the National Assembly’s Rules of Procedure provide for discussion on these reports, no discussion took place in the House on any of the constitutionally mandated reports presented during 2025.
