Voter turnout in 13 national and provincial constituencies of Punjab and Khyber Pakhtunkhwa (KP) dropped from 51 percent in the General Election 2024 to 28 percent in the by-elections held on November 23, 2025. In absolute terms, more than one million, or 42 percent fewer, voters exercised their right to vote. Nearly 2.58 million people had voted in February 2024, compared to only 1.48 million in the recent by-elections. Women’s participation declined more sharply than men’s, with 46 percent fewer women voting compared to a 39 percent decline among men.

How did constituencies fare comparatively?

Except for one of the 13 constituencies, none reported a turnout of 50 percent or higher. In GE-2024, 11 of these 13 constituencies had recorded turnout levels of 50 percent or more. Only NA-129 Lahore-XIII and PP-115 Faisalabad-XVIII had reported below 50 percent turnout in GE-2024, at 40 percent and 49 percent, respectively.

Which constituency recorded the highest turnout?

The highest turnout was recorded in PP-269 Muzaffargarh-II, where 115,917 of 228,101 registered voters cast their ballots, resulting in a 51 percent turnout. Male turnout was 52 percent, and female turnout was 50 percent. In GE-2024, the constituency had recorded 62 percent turnout, with 64 percent male and 60 percent female turnout.

Which constituency recorded the lowest turnout?

The lowest turnout was recorded in NA-104 Faisalabad-X, where 73,781 of 557,637 registered voters voted, resulting in a 13 percent turnout. Male turnout was 17 percent, and female turnout was nine percent. This should not be confused with the female share among polled votes, which remained 34 percent. Under the law, the Election Commission of Pakistan may declare an election null and void if the female share among polled votes falls below 10 percent.

How did the remaining constituencies vote?

  • PP-73 Sargodha-III: 95,772 (34 percent) of 277,970 registered voters voted. Male turnout was 42 percent, and female turnout was 26 percent.
  • PP-87 Mianwali-III: 76,493 (27 percent) of 283,272 registered voters voted. Male turnout was 35 percent, and female turnout was 19 percent.
  • PP-98 Faisalabad-I: 106,658 (37 percent) of 289,690 registered voters voted. Male turnout was 41 percent, and female turnout was 33 percent.
