More than 550,000 voters of NA-129 Lahore-XIII, one of the 14 National Assembly constituencies in Lahore, will elect their new member on November 23, 2025.

The by-election follows the passing away of Mian Muhammad Azhar, the elected Member of the National Assembly. His death left the seat vacant. He had won the seat with 103,739 votes, or 49 percent of the polled votes. He contested the General Election-2024 (GE-2024) as an independent candidate supported by Pakistan Tehreek-e-Insaf (PTI) and later joined the Sunni Ittehad Council (SIC).

What areas do these constituencies comprise?

NA-129 comprises primarily the suburban areas of Lahore district. The constituency includes localities of Hassan Town, Awan Town, Main Bazzar Karak, New Town Karak, Anwar Town, Hajveri Town, Haidri Colony Kharak, Mahrajabad Sodiwal, Haji Park, Shamma Park, Sikandaria Colony Band Road, Bandar Colony, Sodiwal Quarters Multan Road, Tariq Colony, Qadirpura Bazar, Usman Park, Yasrab Colony, Dholanwal, Islamabad Colony Samanabad, Bastami Road, Nawakot, Kacha Ferozpur Road, Fatehpur Road, Arya Nagar, Islamia park, Gulshan Ravi, Guldasht Colony, Sadiqiya Colony Multan Road, Mushtaq Town, Ajmerpark Bakarmandi, Talat Park Babusabu, Kot Kamboh Kurd, Jhugian Shahab ud Din, Rab Rab Colony, Shaheenabad Sherakot, Sabzar, Qazi Town, Syedpur, Shah Faridabad, and areas of new Islamia park, encompassing several small towns and mauzas that have gradually been incorporated into the expanding periphery of Lahore.

Who is contesting the by-election?

According to the Final List of Contesting Candidates (Form-33), 17 candidates are contesting the by-election. Two political parties, including Pakistan Muslim League Nawaz (PML-N) and Tehreek-e-Labbaik Pakistan (TLP), have formally nominated their candidates, while 15 candidates are running independently.

The main contest is expected between PML-N candidate Hafiz Muhammad Nauman and independent candidate Chaudhry Arsalan Ahmed. Arsalan is the nephew of the late Mian Azhar and cousin of former federal minister Hammad Azhar. The Azhar family has been an influential political family in Lahore. Mian Azhar served as Governor of the Punjab (1990–93) and Mayor of Lahore (1987–90). Azhar was long associated with PML-N but later founded PML-Q along with the Chaudhrys of Gujrat after the 1999 military takeover. The family announced joining PTI in 2011. Unlike other Punjab constituencies where PTI-SIC is boycotting elections, the party is actively supporting Arsalan in NA-129.

PML-N’s Hafiz Muhammad Nauman was the runner-up in GE-2024 with 71,546 votes, or 34 percent of the polled votes. He previously served as a Member of the Provincial Assembly in the General Elections 2008. His uncle, Mian Usman, was a Member of the National Assembly during 1988–90.

The third-placed candidate in GE-2024 was Bilal Liaqat of TLP, who secured 19,384, or nine percent of the votes. He is contesting this by-election as an independent, while the party has nominated Waqas Ahmed instead.

Among other independent candidates, Bajjash Khan Niazi and Akram Dogar had also contested GE-2024, securing 1,091 votes and 44 votes, respectively.

What has changed since GE-2024?

Since GE-2024, the number of registered voters in the constituency has increased from 528,414 to 558,364, reflecting a rise of 29,950 voters, or approximately five percent. For the upcoming by-election, a total of 334 polling stations have been established, comprising 133 male, 131 female, and 70 combined polling stations. The number of polling stations remains the same as in GE-2024.
