Lahore’s voter registration rate stands at 54% of its estimated 2025 population — matching the national ratio of 54%.

Methodology

These figures are drawn from district-wise electoral roll statistics released by the Election Commission of Pakistan (ECP) on 30 December 2025. They are cross-referenced against population estimates derived from the 2023 Digital Census. The 2025 population estimate applies the 2.65% inter-censal annual growth rate to Lahore’s census base population of 13,004,135, yielding an estimated 2025 population of 13,702,486. Registration rates are calculated by dividing the number of registered voters by this estimated population.

Voter registration in Lahore

The district has 7.4 million registered voters — 3.8 million males (52.3%) and 3.5 million females (47.7%). Among males, 53% of the estimated population is registered; among females, 54%. Lahore ranks 1st out of 136 districts nationally by population size and is represented by fourteen Members of the National Assembly.

By voter registration rate, Lahore ranks 58th nationally and 30th of 36 within Punjab.

Registration at the national average

Lahore’s voter registration rate matches the national ratio of 54%. As a major urban centre, Lahore attracts in-migrants who are enumerated here at census time but remain registered in their home district. This would ordinarily inflate the denominator and push the ratio below the national average.

The at-average rate indicates that this in-migration effect is offset by Lahore’s large established electorate — long-term residents who have re-registered locally over time. Population inflows and outflows, and additions to the voter roll, are in approximate equilibrium.

Female voters constitute 47.7% of the registered electorate, reflecting a moderate gender gap of 4.6%. Closing this gap through targeted ECP outreach in Lahore should be a priority before the next general elections.
